Vision’s newest division, Windward Creative Services, was founded as a creative firm by George Hughes. George, the father of Vision’s founder Molly Hughes Wilmer, has had many high points in his career, including appearing on national news for his role in the capture of Ramzi Yousef, the international terrorist who bombed the World Trade Center in 1993. Together, Molly and George work with federal clients, most notably the US State Department, where Windward Creative Services has a 20-year track record of producing highly effective campaigns.

These domestic and international awareness and call-to-action campaigns are related to international terrorism and war crimes. These campaigns integrate social media, traditional print, radio, television and billboard advertising, public service announcements, high profile and grassroots events, public relations, traditional collateral and more unique but highly effective collateral such as matchbooks.

Due to the highly sensitive subject matter of the campaigns and their multicultural and multilingual nature, these campaigns require a thorough understanding of the audience and its culture. As a result, we have incorporated a process in campaign development to uncover assumptions and vet hypotheses related to audience perceptions. Our thorough research results in very precise messaging and highly effective campaigns.

While the campaigns are conducted on behalf of the Department of State, the campaign execution and fulfillment is often coordinated with domestic and international law enforcement agencies, local, state, and international governments, and community groups. We have coordinated campaign distribution and campaign fulfillment with the DoD, Interpol, the FBI, foreign governments, and community and cultural groups.
